Compact Environmental and Social Performance (ESP) identifies and manages environmental & social impacts and risks of all Compact project activities.

ESP Identifies opportunities and enhances project benefits while ensuring compliance with Liberia’s environment laws and the International Finance Corporation (IFC) Performance Standards. Compact ESP promotes environmental and socially sound and sustainable projects and ensures that communities near projects are not harmed by project activities.

Gender Integration and Social Inclusion

The Compact Gender and Social Inclusion(GSI) supports increasing economic opportunities of unemployed youths, war affected persons, poor women and marginalized groups by using electricity and road services.

Energy Sector

Mt Coffee Hydro
The Mt. Coffee Hydro Power plant rehabilitation is significantly financed by the Millennium Challenge Corporation compact. MCC provided up to forty percent of the US$ 350M, the total cost of the rehabilitation. Mt. Coffee rehabilitation represents the largest compact support to restore Liberia`s energy sector and provide access to reliable and affordable electricity.Read More

Training Center
Under the energy project, the compact funds the construction of a state of the art Training Center for the Liberia Electricity Corporation. The idea is that with the hydro generating electricity, LEC will need trained work force to manage the public utility. Management Team

The Management Team is charged with the day-to-day operations and management of MCA-Liberia. The Management Team undertakes, contracting, program management, financial management, reporting, and monitoring and evaluation. The Management Team is led by the Chief Executive Officer and is composed of directors and officers. The Management Team was selected after an open and competitive recruitment and selection process. In its day-to-day management of the compact, the Management Team reports to the Board of Directors.

Board of Directors

The MCA-Liberia Board is responsible for the oversight, direction, and decisions of MCA- Liberia. It is also responsible for the overall implementation of the Compact.
The Board is comprised of nine voting members and one non-voting member. The members of the Board include the following:

3. Minister of Lands, Mines and Energy
4. Minister of Public Works
5. Head of Presidential Delivery Unit

Background

In October 2015, the Government of the United States of America provided a grant of $257M to Liberia through its development agency, the Millennium Challenge Corporation (MCC) to address the lack of access to reliable and affordable electricity and inadequate road infrastructure.
The MCC compact is a Liberia-U.S. partnership to reduce poverty and promote economic growth. MCC awards compact grants to countries that pass at least 10 of its 20 governance indictors, including control of corruption. The Millennium Challenge Account Liberia is an independent, legal, and autonomous agency of the Government of Liberia created by the legislature to administer the compact projects.
